Lighting equipment regulations and standards in Australia
All electrical lighting equipment and suppliers (importers, manufacturers andre-sellers) must comply with Australian state and federal acts, regulations and standards. These include at least:
Electrical safety regulations –www.erac.gov.au
Electro-magnetic compatibility regulations – http://www.acma.gov.au
ACMA LED specific advice regarding interference -http://www.acma.gov.au/theacma/led-globes-and-tv-reception
Energy efficiency regulations – http://www.energyrating.gov.au
Competition and consumer laws – https://www.accc.gov.au
Country of origin laws -www.border.gov.au
Some of the above regulations require company and/or product approvals, registration, testing, marking, and declarations. The requirements are risk-based and depend on the type of product supplied.
Australian and international standards such as AS/NZS 60598 (series), AS/NZS 3820, AS/NZS 4417 and CISPR 15 are mandated within the above regulations. These standards are available for purchase at
The above regulations and standards are the minimum mandatory legal requirements for products,
companies and individuals. Other standards may apply for specialist area products. Product suppliers are liable for the cost of product recalls and rectification works if they supply non-conforming products to the market and those products need to be recalled.http://www.recalls.gov.au
Supplier companies and individuals in Australia are responsible for product alterations (e.g. component substitution or removal) regardless of whether manufacturers advised suppliers or not. Lighting Council advises all suppliers to have audit systems in place.
A licensed electrical contractor is required to repair, service or install any light fitting, driver (power
supply) or dimmer that is attached to the 240V mains power. Electrical contractors are responsible for installation safety and must refuse to install non-compliant products.
Sale and installation of non-compliant products or installation by unqualified persons can result in electric shock, death, fire, property damage, interference issues, penalties (including recalls) and fines.
